Dr. Michael Haltzel (center), chief advisor of Senator Joseph Biden, leading member of the U.S. Senate Foreign Affairs Committee, spoke to members of the Bavarian SPD foreign and security policy working group in a program at the Bayern Forum of the Friedrich Ebert Foundation in Munich. He outlined foreign policy objectives and the role of foreign policy in the election campaign.
